AdMob
requires a valid AdSense account and AdWords account. However, there
seems to be a problem with one or both of your accounts.
AdSense
You do not have access to the account that is connected to your AdMob account. Please review the AdMob account issues FAQ.
So, first please proceed to create an account of either AdSense or AdWords. Wait for review within a week then the account will be approve and active.
